Summary
Section headings on layout panels show a short descriptive tip via the styled tooltip panel when pointer or keyboard focus rests on the heading.
Entity-card title headings tip with that card's short summary text.
Idea title headings tip with the idea summary when present.
Heading tips must not use the browser title text.
Reuses the tooltip surface from html_export_idea_tooltips.
