Summary

When creating or updating ideas, skills MUST set:
- `@status` — lifecycle ( `draft` | `pending` | `in-progress` | `done` | … )
- `@todo` — open gaps / follow-ups ( bare or with a note )
- `@tests` — quoted test paths that prove the idea ( optional `:test name` suffix )
Do not bury status, todos, or test links in body prose.
