Summary
The repository root must declare the same licence as the publishable packages and crates.
SPDX id: `AGPL-3.0-only`.
The root must hold a `LICENSE` file with the GNU Affero General Public License version 3 text.
The extension package `LICENSE` must use the same text as the root `LICENSE`.
Package metadata must set `"license": "AGPL-3.0-only"` for the workspace root and for every publishable package under `packages/`.
The Rust workspace must set `license = "AGPL-3.0-only"` in Cargo.toml.
