Summary
JSON files under `.reqlan/` are application-memory siblings, not SQLite sidecars:
- `config.json` — base import roots and settings ( base_configuration )
- `export_settings.json` — export form defaults for export_webview
They do not hold idea graph rows. Tools must not treat them as index cache.
