spec - docs_webview

Katz0.045

Summary

The site static build builds the extension webviews needed for docs captures before Playwright runs.
Builds only the webviews listed by the capture catalog ( activity-bar, ideas-summary, onboarding ) — not a full extension VSIX.
Uses the same Vite configs as webview_build.
