CLI and MCP open the same per-base application memory via open-analysis-api.ts / `openAnalysisApi`.
They sync on activate or command ( headless_sync_on_ready ).
They have no file watchers and no idle stale loop.
Shared path rules: application_memory, `REQLAN_INDEX_PATH` when set.
