Focus git history / stats caches are not TTL-evicted on a fixed wall-clock window.
Refresh a cache entry only when its write timestamp is **before** the repository's latest commit
authored time ( HEAD ); while `cache.at >= latestCommitAuthoredAt`, reuse the entry.
Applies to focus history, focus stats, and range-commit count caches in
git-context.ts.
