Drag starts from a dedicated handle only — action links must not capture pointer or begin a drag. The drag / hit box is the button tray only ( `width` / `height`: fit-content ). Labels and tooltips overlay outside that box; they must not enlarge it. Compact state is icon-only. Hover / focus expands the matching label as a tooltip beside ( web ) or above ( mobile ) the icon, flipped if the tray is near that viewport edge.
